Default Breaking in new rotors?

Hi All,
I recently changed all 4 rotors on my 986. I used OEM rotors. The car has PFC pads which are about 25% worn.
The car has about 120 miles on the new rotors. The stopping power just isn't there and the brakes tend to lock up a bit. I've been trying to do some hard stops from 60 mph when conditions permit but I'm not convinced the stopping power is what it was before.
Any thoughts?

did you sand/scuff the glaze off of the used pads?

Dave visit he stoptech web site for instructions on how to break in your rotors. It is best to break them in with used pads.

No but the pads looked pretty uniform and non-glazed.
