Does anyone here know how Porsche controls its variable vane turbo? What parameters does the ECU monitor to create effective response times? TIA

 

The response time takes care of itself. "tighten" up the variable vanes and the exhaust gases impart more force to the impeller to drive the compressor. Happens right now.

The real issue to when to do this and when to not do it and when to stop doing it.

In this case many inputs are considered.
