^ Exactly what TCS said. The N24 car was famously taken off the regular production line and had a full Semcon cage and BBS wheels installed. Could've been the inspiration for your friend's car, but that "spec" wasn't a commercial offering.
As for Clubsport, this is the page missing from the US catalog (and standard to the RoW.) It's a no-cost option hence most cars are actually in this spec:

911Slow and and others have done threads on RL on this subject - techequipment cage has a number identifying it to FIA cert - when I looked at putting a front section in my local dealer had to look for the FIA cert.

Not on the PET parts catalog for sure. They come with the cage, probably from the vendor.

Those photos are missing the FIA code on them... when a part is sold as FIA homologated it usually refers to the FIA standard it fulfills, like seats, helmets, suits etc do. These stickers only refer to partnumbers from manuf. But then again maybe Porsche has a reference sheet somewhere that says part number 99x.nnn.mmm is FIA homologated.

Had multiple cars with the OEM cage and have never, ever seen any FIA document. Do please share and enlighten... like MrWhite said, there's usually something explicit about the FIA standards that a part meets.
It's a bit academic coz I don't know who in the right state of mind would take a half cage and go full-bore racing, with or without the front half fitted.
That said, if this really is FIA certified that certification may apply to the complete setup: back AND front halves, and I admittedly haven't seen enough fronts to tell if they have an FIA label on them.
