Flashing tail lights

Excuse the noob question. I looked and found conflicting answers. See the video from my first day at Cota in the rain. Notice my tail lights flashing? Is that the camera or the car? If the car, please explain. Thx.

It's the camera shutter speed conflicting with the pulse speed of the LED's Yo see it on RSR's in ALMS races, too. They don't flash.

The LED brake lights are not on 100% of the time, they are modulated at high frequency to allow the LED to cool off in between the on/off cycles, the on/off cycles are very fast therefore human eyes cannot discern the off cycles at all, however the fast shutter speed of the video camera causes only certain on cycles to be recorded.
Ever see video clips of wheels on moving cars appear to stop or even turning backwords? Ever seen video clips of propellers on aircraft appear to stop or turn very slowly?

Mooty's and 24chromium's(both 3.8 rs's) when braking does that. Very annoying to watch it flicker. Solution - divebomb and drive flat out thereafter : ).Mike
