Am I missing something here? The car has a lot of options but 200k? The seller seems to think the white and black scheme is worth an additional 60k, haha.

Nope your not missing anything. Someone in Georgia is smoking crack. Whats the highest RS MSRP you have seen? well its not $200K. You could get a NEW GT2 for that could you not?

just an ebay tactic
I've never sold a car on ebay, but I suppose it goes like this:

1. List car for high price no one will pay
2. Add "make offer" to said ad
3. Wait
4. Take offers offline and avoid eBay selling fees
5. Sell car
6. Buy nice bottle of wine with savings

may be seller is not an original owner (like in inheritance situation) and just loooked at most recent 4 RS car to get price point. who knows. no one is so stupid to try to sell for $200K a car he got for $140K.

I wouldn't either
wouldn't want to do business with the seller

but some people do... because they know the game. They make an offer and go from there.

"Make offer" eBay ads are pretty common. Normally the asking price is intentionally higher than reality.

That car new was ALLANS before he went to his 4.0. Think the car was about $155 new (5K more for the Black/White scheme). You'd never find someone at Hennessy listing the car for that price and somewhat suprised they reference Hennessy in the ad with Hennessy pics on their storefront. (Somewhat misleading). And as was mentioned think it was about $135K on the 2nd resale.
