Default Help with GT3 engine part ID

Can anyone give me a brief explanation of why these bolts have "pistons" and springs in them? Are they internal oil pressure valves? and if so, why?

Sorry for the GT3 internal engine ignorance

Nobody knows what this part is or what the torque spec might be?
