Default Emergency engine lid release?

It's not that I need one, more that I found one, but it doesn't seem to make sense.

This pull connects to the engine lid catch, but with the lid shut you can't reach it. Well, I guess you could if you were a gynocologist with arms like an octopus.

So what's the idea?

Those are usually made to be reached by removing the rear fender liner.

Can that be removed without removing the fender itself? - The access bolts (like those ofr the rear lights) are covered when the lid is shut.

My rear engine lid electronics were non-operational when I bought the car. To open the rear lid, it was suggested that I use a thin hanger or something with a hook on it under the rear taillight and latch onto the cable. Pull the cable and the lid opens. I could see the cable with a flashlight behind the lens so it was doable. I never had the chance to test this as I took it into the dealer. They did not remove the bumper AFAIK so I assume they used the above technique.

That's the only access I can really see, but it wouldn't be very reliable, I wouldn't have thought - that's a longer length than appears in my shot and it could get itself positioned well out of reach. Very strange - it really looks like it was designed to be accessible from behind the rear light (it passes through the light's 'pod') - but you'd have to smash the light off to get at it! And with no outer cable and awkward turns and snags in the run, you'd have to give it one hell of a tug.
