Coolant leaking from small pipe, is this coolant overflow pipe?

Default Coolant leaking from small pipe, is this coolant overflow pipe?

I recently installed a new driver's side radiator and in the process of bleeding air out of the cooling system.

I'm following some DIY guides where they say to overfill the coolant expansion tank, start the car with the coolant tank cap off and squeeze the radiator hoses to burp the air.

After starting the car with the cap off, I noticed coolant dripping from this small hose. I've never seen a coolant leak from here prior to overfilling the coolant tank, so was wondering if this could be an over flow hose?

This is right above the driver's side muffer

nvm, just saw that the ledge on the expansion tank directly connects to that pipe.
