Default Brake Tolarance/Minimum

I'm having a PPI done on a 2012 997.2 base carrera. The brake measures are the following.

Front Disc - 27.8 mm
Front Pad - 3 mm

Rear Disc - 26.3
Rear Pad - 5 mm

Do the brakes need to be replaced?

Front pads should be replaced. Rear pads are under 50% iirc. Rotors seem fine.

If you will track the car, rear pads may as well be replaced. Thin pads do more damage to rotors than thick pads!

Thick pads help dissipate the heat.
Thin pads transfer the heat into the rotor, increasing the chance of warping the rotor.

What is the charge for 4 rotors and pads at PPi time?
Last time I shopped for these parts they were about 12oo-14oo ish. Depending on your shop, some turn the rear, and slide in new pads. Never had any success turning any front rotor on any car.

I think the front and rear brake rotors should be discarded at 26 mm. I am looking for the documentation to back that up.
