Default Shock / strut dust boot fitment

I was doing some suspension work and noticed that on both the front shocks/struts the rubber "dust boot" is riding above the base of the shock. In other words the boot is always a little compressed, possibly exposing the rod to the elements.

This is with the car jacked, can't say what the state is when the suspension is loaded.

Do the boots not attach on the bottom? I can't see any tearing and the diameter of the boot bottom is much larger than anything I can see them mounting onto.

Look at both sides front and rear. They are all like this. Same on my car. Same on a friend's car.
