I've been having the same issues for months for both my home, office and mobile phone (all from different ISP). They said my the IP addresses from my ISPs have all been black listed. They did manage to get one of the IP address working but only for a short while before it was blocked again.
Your ISP is blocking the site. It has nothing to do with Renntech.org itself. You need to check with the company providing your internet service and ask them to unblock it.
Many companies use automated security software that blacklists thousands of sites that hit whatever rules they use to identify suspicious sites. They often error on the side of caution and only unblock a particular site when someone bothers to complain.
I contacted Renntech.org months ago and again yesterday. They said they (or their ISP) were still blacking IP addresses as they have been hit / attacked by hackers.

As an update. I can connect now using my home broadband (Australian IP). If I use the work VPN, that connects me to the US (my IP appears as being in the South of USA) then I am blocked.
