It's really just like you see in the video. In a very simplistic explanation - it's print on a special film that is put in water, sprayed with a release agent, and then adheres to the product that is dipped.

Sorry but I'm not much help to you regarding local places and cost. I'm doing it in Asia in large quantity so costs obviously wouldn't compare.
