I am helping a friend buy his first Porsche:

19" wheels

NOT CPO'd

Listed for $89.9
Asking $88.7

What's a fair purchase price? What's a good buyer's offering price??

That's about normal, maybe get them down another $3k.

I've been looking for a 997 cab and have noticed some GTSs. Most are around $90k for a 2011. Local dealer has a cab with 6k miles for $89k. Dropped it from $93k. I can't believe it doesn't have ventilated seats though. I think all GTSs have sport exhaust though. Right?

Figure $85k would be a good deal.

Side question, do 997 buyers of car with center lock wheels need to make sure any recent TSB or recall was done? Don't know much about these wheels.

Who is it not a CPO car? Is it eligible to be a CPO? If not, that may be telling a story about the car.

FYI - Porsche just sent owners an owners manual supplement about how to deal with center lock wheels.
