Why would you want a foil seal or expect one? Its not destined for human consumption and if the cap system works well, and it does, thats plenty. Its a big enough pain to deal with the washer fluid (water is less viscous and they use much cheaper containers) to pierce that stupid foil. Don't want it on my oil.

As if skin cancer from sun exposure wasn't bad enough, I can only imagine what negative health effects dousing yourself with motor oil would do on top of that.
