I had the front bumper of my 09C4S repainted last September after I managed to take a bit of paint off it in a bonehead parking manuever. A week ago I noticed that some of the clearcoat was coming off the bumper so I stopped by the dealer that sold me the car and did the repaint in their collision center.
The manager of the collision center tells me that I caused the clearcoat to peel when I held the water wand too close to the (plastic) bumper at a do-it-yourself carwash. The result being that water got under the clearcoat through a rockchip. I have never heard of this before but he was quite convincing.
Did I commit bonehead move number two? Or is it a fault with how the repaint was done?
They are kindly offering to repaint for free. He then recommended adding a clearbra after the paint cures (30 days) for $300.
Sounds like BS to me. There are thousands of cars with rock chips on the front which are pressure washed frequently and no problems.
I would take their offer to respray and if you clear bra the bumper you should ask how much more it would cost to do the hood and fenders too. $300 for the bumper is reasonable.
Total BS, when you paint with modern base coat/clear coat products, it there for ever, unless you sand it off of break into if very forcefully. You got a lousy job.
sounds to me like the dealer improperly painted you car. Flexible urethane bumpers require certain prep work before a basecoat and subsequent clearcoat will adhere to them. I have a feeling your bumper was improperly prepped.

lol, how creative can you get... I just love these stories. As for the deal, take it, and apply clear bra ASAP.
