Responsible drivers will only push their cars to the limit at the track, not on the street. You won't win many races if you shift when the engine's torque begins to decline. Keep in mind that there are three factors to consider when determining torque to the wheels: engine torque, gear rato, and axle ratio. Tq(wheel) = engine torque X gear ratio X axle ratio. The loss of torque at higher rpms is easily offset by the advantage gained by being in the lower gear.

FWIW, There are circumstances where staying in the throttle beyond the HP peak will gain benefits on the track. If you are approaching a braking zone and are near "redline", beyond HP peak, etc. ... it may prove faster to not make the upshift if the shift and return to WOT can not be completed in time to continue acceleration.
