First, are you planning on using OEM 19inch wheels and changing rubber, or complete wheel and tire option:

Porsche dealer OEM 18/19 inch options .....expensive.
Tires on existing rims means Pirelli Sottozero Serie2/ or Dunlop wintersport 3D. both good, dunlop better
Aftermarket rims OZ,Victors on 18 inch tires either Nokians or Sottozeros.

Check with Brad at Braiden Tire in Markham

Call Damon at the Tire Rack. I got a set of 18" wheels and Pirelli Sotozeros last year from him for a very reasonable price. It's a no-brainer. I'll likely make the switch next month, or possible November depending on the weather.

Cannot speak to best but I picked up an outgoing set of Carrera 3 stock 18" wheels to put Michelin Alpin tires on that I swap out when the temps cross over in the Puget Sound region.
