2006 C2 Fuse box questions

First, what is the long piece of metal wire in the fuse box cover for? It looks like it is meant to be a tool of some sort. It is about 6 inches long with a 90 degree bend in it and a 1cm length of wire after the bend.
Second, what is the gray fuse marked >404 just above the post for the + battery connection (dead battery hood jumper) used for? I yanked this out by mistake this weekend. I've seen no ill effects after putting it back, but neither the manual, nor the little booklet in the fuse box cover explain what this fuse is other than "Relais" or Relays in English I think.

The hook is to unlock the key from the ignition switch (there is a hole there) if the battery is "dead", should be in the manual.
Relays are generally operated by a low current to turn "on" or "off" a higher current device which the switch can't handle. Generally there is no "standby" current state, so there should not have been a problem if you pulled it out and replaced it. They are designed to be replaced (by Porsche service) if they stick in "on" or "off" state.
