Not sure about CA, but stop signs in NJ have to be registered with the DOT.
If the town just puts it up, it is not a legal sign.

If this is the case, beating the ticket is pretty easy.

Not going to make OP happy, butt, 2 weeks ago driving back to PDX in my Caymen S cabriolet, got zapped with laser equipped motorcycle state policeman. Was in middle lane on I-5 and had no traffic blocking his view. My valentine told me that I was toast, so I took it off the windshield and put on passenger floor, unplugged and covered with newspaper. He got behind me and put his lights on and I carefully signalled and pulled off at next exit. He came up to passenger side window and said he had me at 76 in a 55 and asked for all my papers. When he had them all he said he would be back in a few. Before he left, I asked him if there was any chance for a warning. He stated the it was REALLY frowned upon with 21 over, but did ask me how my record was. Told him it had been at least 30 years. He came back after a few minutes giving me everything back stating I DID have a good record and should not drive so fast, commenting that my Cayman S cabriolet could probably go a LOT faster than 76! I thanked him and went up and did a legal turn to get back on freeway where he did a quick U turn. I saw him up the highway 1/4 mile with another person pulled over. So I was QUITE happy, no tickee!
