Question 997 factory air box desgin question?

first time changing my air filter after purchase
what is the "frame"(porsche parts catalog terminology) for at the bottom of the air cleaner box?
is is some kind of white nylon material.

The "frame" is merely the part upon which a gaseous permeable membrane is attached which allows air to pass, but no engine-damaging particles.

What is its purpose? Why does air need to pass throught the membrane?

It's somewhat difficult to determine why Porsche does what they do, but I would postulate a theory that it may be related to enhancing the acoustics out of that area of the intake.
