Q about 09 PCM3 NavTraffic data display early in the day.

I've noticed this happening about 4-5 times now.
I've started the car up in the morning to drive to work, and there is no NavTraffic data available - no map overlays and no INFO either.
Later in the day (driving to lunch) or driving home I've got NavTraffic data again.
I had been thinking this was an issue with the XM service, or the data supplier (in my case WSDOT). However, another possibility came to mind.
Another common denominator is that this happens when I first fire up the car in the mornings, after it has been sitting all night long. So I'm wondering if its an issue with the PCM3 in that the PCM is not properly tying into the NavTraffic data feed as the car boots up in the morning.
Has anyone else seen this type of drop out only on the first drive of the day?
