German license plate with custom-made license plate numbers

I saw a guy in a late model Audi with U.S. license plate numbers made into Euro license plate and attached it to the front bumper. The California law says that those plate numbers have to be on the U.S. spec plates. Does anyone who have this type of Euro license plate on the front get pulled over by a cop? This beats not having any plates in the front. At least, the cops will see the correct US-issued license plate numbers. Only difference will be that it'll be on a German plate. Has anyone done this to front & rear of the car? Anyone with a friend in law enforcement agency that they can run this issue by?
I read that some people in Canada use front license plate in 3M decals too.

I'm pretty sure the plates have to be issued by the state of CA or they're considered "fictitious" and are illegal. However, I drive around without a front plate which is also illegal so.....
However, a friend of mine with a Cayman S found a guy that modifies a tow-hook to accept a plate that the license plate will mount to for "ticket sign-off" purposes.

Tinted windows on the driver's side is illegal, no front plates is illegal, etc, etc. My question is if a cop sees two 997 pass by him, which one is he more likely go after ? One without a front plate or the one with a Euro front plate? First one has failed to meet the front plate display requirement, the latter has a plate but from another country.

In the 3 months I've owned the car, ive had a fictitious euro front plate, it says "O RLY". Cops and other people always stare at it as I drive by but, knock on wood, have not gotten pulled over or cited for it. In the same span of time, my M3 which has no front plate has gotten 3 front plate PARKING tickets. F* LA and its stupid meter maids.
