Well, I took both lights off and switch bulbs...same bulbs they both light up on the left side! Now the question is...where in the circuit is the electrical for the right fog light cut? It would be nice to have the light go on without having to run an electrical cable from the left to the right.

The rear fog light is generally only on the left. Of course, since Americans don't understand the concept that fog lights are for foul weather; they generally employ them to irritate other drivers. The rear fog light is also useful to notify other drivers that you are too cool for words while they follow as you are talking on your cell phone and busy not passing cars while in the left lane.
Seriously (well, unfortunately the above is serious), I find the rear fog useful in heavy rain during the daylight hours when others can easily run up on you too fast. I think I have needed to use the front fog lights 3 or 4 times in my life. Around here, we very rarely get that kind of fog.

In my 996, the wiring harness on each side is identical, so my supposition is that the wire for the right rear fog light is not connected at the fuse panel. Good luck finding one wire in that bundle leading to the fuse panel.
That is why I chose to run a jumper wire from the left rear wiring harness to the right rear harness. The whole process took less than 30 minutes.
