So what's the gimmick? Is it stolen or a salvage title? Even a salvage title would fetch more than $24k. Having to Email seller first prior to bidding looks a little weird.

Its a complete scam, the place that sold the car on ebay (whose pics and description he simply ripped off) shows they sold the car to someone in Canada:
