It is rotated up slightly for additional fill. The halogen is the actual high-beam. In Bi-Xenons, the HID lights are the high beams. Since with the shutters open light is only directed straight ahead, halogens are used like a low beam to illuminate what is directly in front and to the sides of the vehicle.
