Default Drainage pipe on underpanel

Has anyone else noticed a about 1 inch long drain pipe sticking out on the underpanel on the passanger side, just in front of the door hinge area. I just noticed yesterday after bottoming out driving into drive way. I am wondering if I knocked off cap or something. If not, I wonder what it is. May be a drainage channel for rain water???

It's actually a drainage channel for excess fuel according to my dealer, though that could be wrong. I thought it looked odd, too.
