Default TPMS issues; Antenna or Control Module replace?

Some symptoms in my 2008 that I'd appreciate help diagnosing.
Issue 1: The system is slow to read tire pressure when the car is started. Couple seconds for the first tire to show up and then a few more for each to appear one after the other. Long enough that the system will warn of a flat just before showing good pressure in the tire.
Issue 2: The system shows tire pressure pretty consistently 2-3 PSI below what is actually in the tires, as verified with a pressure guage.
Issue 3: When I have the system relearn the tire pressures to set them at the cold PSI (and the warning goes off), it comes right back on if I restart the car a few minutes later.
Issue 4: When it is reset, let's say I have it learn before I pull out of the driveway, it will take a few minutes driving to set itself, and warning ! light goes off. Then a couple minutes later it will flash the warning again with the flat tire message, and then show me the same good PSI it just learned a few minutes before.

I'm doing research but not sure which part to replace. The TPMS monitors in the wheels are new enough and good/correct HUF brand. Should I be looking at the control module 997-618-103-06-OEM which should be pretty straightforward to replace, or might this be the individual antenna receivers that appear to be behind the wheels? I found this video of a Boxster but imagine its similar for the 997. Not much out there to help unfortunately.

Help appreciated.

occam's razor says the wheel transmitters are the most likely cause.
despite you saying "The TPMS monitors in the wheels are new enough and good/correct HUF brand" I'd confirm their functionality first.
good luck

If they were bad would they transmit at all?

Maybe, maybe not.

Best to start eliminating variables and have the TPMS sensors checked out (as cgfen suggested), as that's a pretty straightforward step.

Well equipped tire shops have professional grade scanners that can check battery life and other diagnostics data.
