stock 996 tt fuel system...
What's the most it can "safely" handle. I thought I heard somebody say that the stock fuel system is good for 600hp? Anyone know?

640 RWHP stops at about a 12.5 AFR. It will not go any lower without running the injectors beyond 80% duty. That would be the safest level, however the ECU must be remapped to deal with the higher levels.
