Default Octane rating/performance/ethanol

Just had a question in regards to gasoline and ethanol. Just was wondering if all gasoline had ethanol, in every part of the USA. In IL, all our gas, even 93 octane has 10%ethanol. Does that hurt performance? Add to that, in IL we also have summer and winter blend fuels to reduce emissions during driving months(summer) Does anyone know anything about these different blends? Is it bad for our cars?

Thanks Viken, all the answers I wanted and more BTW, just what I suspected with our gasoline here in IL, sometimes car seems to run rough after a fill-up, usually isolated to the times of the seaosn that they reformulate our gas
