Tire truing is where they put the tire in a lathe type devise and shave a small amount of rubber off the high spot of the tire. This was common on bias tires but with the advent of radials there is no need as they round. A modern tire shop would not have this machine but a shop dealing with heavy duty truck tires might.

Try to find a shop with a Hunter 9700 balancing machine. This computerized machine will find these types of problems and indicate to the tech to break the tire free from the rim and rotate it to the optimal position on the rim after calculating the rims various weight discrepancies also. I refuse to go to any shop that doesn't use this machine. It is superior. I have had problem tires balanced that lesser machines could not balance after multiple tries.
