Default CEL light, Air Injection System related

Just bought an '01 Turbo. I'm getting a Check Engine Light and diagnostics says its caused by a problem with the Air Injection System.

Have done lots of research and checked the following things:

Referred to illustration 108-05 of the PET for the Air Injection System diagram.

The air pump (#1 in diagram) itself works fine, I can hear it sound like a vacuum cleaner during start up.

Also checked the lines and there seems to be no vacuum leak anywhere.

Checked the following valves by putting 12V across each of their terminal and I could hear each valve "click" as I did.

996 695 123 01 change over valve (#17 in diagram)
996 605 155 00 cycle valve (#44 in diagram)
996 605 165 00 change over valve (#45 in diagram)

My questions now are, can I assume that the 3 valves above are OK since I could hear a "click" as I apply 12V across each valve's terminal?

If the three above valves are working fine, I guess that leaves either the check valves 964 110 950 01 (#21) or the valve 996 113 257 70 (#14) to be the culprits. Is the valve 996 113 257 70 a part known to fail? What are the chances that it is the culprit? What about the check valves?

Or could it be the diverter valves? Could my diverter valves be defective even if I don't hear a "honking" sound upon acceleration?

Any other suggestions as to what the cause could be?

Before you go replacing anything. Check your DVs. If they leak they will throw the same code. Also recheck the vac line to the DVs. This code is in that line of fire and typically is checked within the first 2 minutes of cold start up.

you need to ge ta vavum pump and pump up each valve and then click it make sure it holds and make sure it dumps. then check for vacum through the system. If you have acces to a pst2/piwis check the adaptation numbers that will show if its a vacum leak
