Default Trouble fitting sport tips

New 01 Turbo owner here trying to put on some new exhaust tips.

I was able to remove the stock tips without breaking the rusty original bolts, but now I'm having trouble getting the new OEM four tube tips on. What is the best way to get the inner donut ring over the pipe? Do I have to take out the inner ring first? Or is there a way to get everything over the pipe at once?

Is there any corrosion on the pipes? Can you post a pic?

I'll try to get some pictures today. There is a little bit of surface rust on the pipes that I've sanded. I've tried WD40. Does the inner ring just get pushed in as the outer ring goes over the pipe? Or do both rings need to go around the pipe?
