If that is the case the only thing I think of is that the steering rack is shot/damaged.
That’s an interesting thought and possibility. He replaced almost everything in the front suspension with the exception of the coilovers and swaybars. Moving up to the Steering is a good next logical step. What could go bad within the steering system and how would one go about checking for it?
That's kind of the point - if there is something causing a vibration that only is apparent at speed, this is likely some kind of an imbalance, and if everything else has been replaced, or repaired, may be something with the shock valving that is not allowing the shock to control itself correctly as speed increases.
Unfortunately, the only way to confirm that would be to pull the shocks and have them run through a shock dyno test.
I'm wondering if it's a shock, not sure the rack would have a harmonic imbalance at a specific speed , it would likely be doing it at all speeds.
The speed factor might related to front end lift from aerodynamics.

He says its a wobble, not a vibration. They are different. Also the rear spoiler deploys at 75mph. Pushing down on the rear and lighten the front.

When you purchased the vehicle did it have a wobble in the front end?
I'm not 100% certain. My guess is probably yes.

That's the first thing that I would remember is a wobble in the front end when purchasing the car. So I don't think it was there. Something went wrong somewhere.

Alignment looks good. When you have the rack checked also check the rack mounts.
As Blockhed wrote CarFax isn't perfect. It is possible a previous owner hit a curb and had suspension parts replace but the impact may have tweaked the rack.
