Unhappy 996 TURBO S HORN TROUBLE

New member, first post as I could not find what I was looking for anywhere. 2005 996 Turbo S Cab, owned about 1 year. Clean, unmodified driver.
SCENARIO: The horn worked fine until I spilled water all over the steering column (yes, I am an idiot with too big of cup in holder). It shorted the horn intermittently causing it to blow without any pressure from me on the horn/airbag button. I pulled the fuse, waited a day or two and thought all good. Re-installed, and my wife took the car the next day. Horn started blowing constantly and she could not find the fuse until it blew. (Horn blew constantly for at least 10-15 minutes....25 amp fuse. She said the horn started sounding weak right before the fuse blew). I replaced the fuse, but now the horn just makes a very weak sound for 1 second then the fuse blows again.
MY QUESTION: How do I troubleshoot this? I assume there is a relay but do not know where it is. Also, I understand I need to pull the front bumper cover to access the horn itself...could it be that the horn itself has failed? Would try the relay first, of course....ideas/steps for troubleshooting? Where is the relay?

Horn is part of the clock spring on the interior. On the exterior it's on the passenger side near the air inlet and in a bad place for getting water and failing but yours sounds related to the water spilled inside.

The horn mechanism inside the steering wheel is supported on three rubber pieces, and if those wear out or get damaged the horn will blow intermittently and randomly. There is a repair kit for this I believe.

Also, the actual horns are not made to blow constantly and may have burned out when they were on for a long time. The actual horns - there are 2 of them - are under the right side front bumper shock absorber and are easy to get to with the bumper cover off.

Sounds like it's the horns themselves, not the mechanism on the wheel. I'd probably just replace them both. About $50 each at your local dealer or for a fair bit less OEM.
