It's a child seat airbag deactivation switch. The Porsche child seat has a buckle that plugs into that, and when plugged in, the airbag is deactivated. Or, you can use any child seat and plug in a buckle that fits, to deactivate the airbag. If you remove it, you need to decode it from the Airbag module or you'll get an error.
If I recall correctly it doesn't need to be decoded, you can just remove the bar and go about your life. You can test that theory by unplugging the plug on it and starting the car. If your ABS light doesn't flash or stay on you're good to go.

Like any part of the Airbag circuit, if you unplug it and turn on the ignition, you'll get an Airbag error which will not go away unless a tester removes it. And to code this bar out with a PIWIS, you need to have it plugged in first, then decode it, then unplug it. If you unplug it, sell it, then go to code it out later, you won't be able to without the bar plugged in. The programming process can be funny.

Hmm I thought it was like Capt. Obvious stated.. I had previously read the same, that you need to have it activated, but not deactivated.
