What do you call the raised welded bars that are used to hold the retaining clip/nut for the cover plate bolts?

It’s a pain to remove the bolt sometimes because the retaining “nut” under those welded bars are spinning around. The bolt can’t be unthreaded from it.

Then some of the bars are cracking/breaking because the weld has become brittle.

What’s the remedy? Weld new bars/plates on the muffler?
