per factory yes
also an allen head screw about that size behind the oval 'airbag' plug on the door panel... had these cars complete stripped down to firewall/sheet metal, not too many of those screws used in interior off top of my head... lots of torx

 

Probably just fell out of previous owners pocket from some other project/hobby
