Would someone please provide a detailed run down of what RUF is offering for the GT3? I am interested in what parts / changes that I could purchase from RUF and have installed in the US. Thanks.

"The globally renowned automobile manufacturer, Ruf Automobile GmbH from picturesque Pfaffenhausen, Germany, lying in the foothills of the Alps in the beautiful Allgau, Bavaria, is proud to announce the arrival of the Ruf RGT/RS.

The RUF RGT/RS provides a higher level of performance for the enthusiast preferring normally aspirated power. Built in the spirit of the legendary IROC Carreras, the RGT/RS combines reduced weight of 1227kg and increased power of 395hp, with a top speed in excess of 190mph and 0-60 in the low 4-second range. As with all Ruf automobiles, performance, reliability and longevity will be at the highest level.

A limited series of 35 identical RGT/RSs will be built in the following colours:

Yellowbird Yellow (Bluttengelb) 10 cars
Tangerine (Bluttorange) 3 cars
Mexico Blue 3 cars
Viper Green 1 car
Grand Prix White 3 cars
Guards Red 3 cars
Gulf Blue 2 cars
Gulf Orange 1 car

Signal Orange 1 car

TECHNICAL SPECIFICATIONS

Reinforce lightweight chassis
Amber carbon fiber/Kevlar doors, hood, deck lid with exposed carbon Kevlar
C4S style fenders and sills
Ruf designed bumper
Ruf Recaro bucket seats in black leather w/matt amber Kevlar with interchangeable cushions (Tartan, houndstooth, or basketweave leather)
Engine 3600cc, Flat six, water-cooled
Max Power 395 @ 7500rpm
Max Torque 297lb/ft @ 5000rpm (407Nm)
Transmission Six speed manual, dual mass flywheel (single mass available on request)
Suspension Ruf adjustable suspension
Brakes Ruf six piston calipers, 350 mm front/330 mm rear rotors w/ABS

as of today no official price and production starts next year. my guess is 170,000. and only after these cars are sold will parts be available.
Most Porsche RS parts are not available yet, i checked today

So this a complete re-build. Is there nonthing that Ruf / Techart, ect. offers to Porsche GT3 buyers who want to make performance upgrades? Airbox, exhaust, etc.

I dont think anything aftermarket will be worth it for this car. It is going to be hard to improve upon this platform with bolt-ons. I bet headers and exhaust, intake and ECU mods will get you 20HP if you are lucky, and probably not noticable either. I am still curious though if you hear of anything..

Isn't it the case that the '04 GT3 (aka "gen 2" aka "mark 2") head have a lot of metal so that Porsche (or anyone) can flow the heads for almost any tune?

The GTRS has 435 HP,
Porsche motorsports will seel you the parts.
Basically an intake manifold with 6 throttle contorl vales (one for each cylinder) rather than the one that is stock in the GT3 should give you at least 30HP but cost you a lot of money.

It is the heads in the street GT3RS, not the "standard '04 GT3, that are reportedly different in having more metal to allow more port opening for flow work.
