It looks like you have any early rear bumper, that was cut in the center to fit a late ('02-'05) center exhaust. You can tell if you have an early bumper by the two cutouts on each side to fit the early twin exhaust. Alot of Cups with the center exhuast will use the early type rear bumper since the later style bumpers are more expensive, (think they are carbon fiber?) Downside would be that you could melt the early type bumpers, so I'd guess that's why your bumper is reinforced around the exhaust exit. My car came with an early bumper, it has heat sheilding and wrap between the bumper and exhaust.

Did you car come with some of the later updates?

Yes, that is exactly what it has and the reason is price. I have some 2003 and 2004 updates, mostly engine related.
