I don't know jack about headlights
Except that my 99 has halogen and they are painfully weak - or my eyes are painfully weak - or both. I can't justify the cost of litronics or HID upgrades, so what am I left with for bulb replacements that will increase light output?
I've searched and found most threads go off into LEDs or xenon and was confusing. I look forward to input on PNP lamp replacements.

Somebody (not me) tried hotter bulbs in my '99 at some point and successfully melted a yellow spot in the center of the inner lens. I don't know the whole story, but be careful out there!.

Try changing the fuse. I had one (just yesterday) that looked fine but I changed it and it worked.

My car has the litronics lights so take this for what it’s worth.
on many vehicles I have bought the eBay HID kits for around $35 and they have all worked great! I never had any issues. Sometimes reversed polarity, but that was an easy fix.

do not use the HID bulbs in the halogen projectors; although it may look cool and light output may be marginally better, it's not DOT approved and you'll blind oncoming traffic. there's a lot of information about it if you search.
to properly use HID bulbs you can find some used Litronic headlights to swap in - it's fairly easy.
even then, the lighting is not terrific, compared to my BMW X5
