Pre-treatment, yes, but not with wd-40. Kroil, PB-blaster, liquid wrench, are what's required. WD-40 is good for displacing water, but not for fastener removal.

In some of my old Brit motorcycle redos, in years long gone by I used a home made mix of transmission fuild and acetone, as a penetrating fluid. I agree WD-40 is a good protector, but there are better penatrants, IMHO. However, in those days I was also using a home made mix of what I was smoking. I gave up both old Brit bikes and smoking some 25+ years ago.
