1st. Sorry the pic is upside down & large.
2nd What is this? I found it while cleaning my car yesterday, it had fallen out of the clip that hold it. It's in place now. My concern is it looks like it is in rough shape, and may stop working soon. There is one on both sides clipped under the bumper. Thanks!

Cooling fan resistor and it's broken. Check to see for the related fan works when hot. Otherwise you'll need to replace it.

As an aside those need to be properly secured. Often they come loose, or are not secured after someone's been at the front bumper or radiators and they hang down.
The word I get is they can get hot when the fans are running and if not secured can hang down and road splash can cause them to prematurely fail.
Another no no is to just jam them up in between some plastic. These items need the cooling air flow -- well, relatively speaking -- from the radiator fan to avoid running too hot.
