Default front intake cross-over pipe

I have removed the intake manifolds on my 996 C2 2002. I noticed that there is a damper inside the thick pipe (A) "behind" the intake T-pipe (B) with the throttle body on it. (there are kind of two thick pipes in parallell, one of which is the intake with the throttle body)

The damper inside pipe B is connected with a vaccum activator. This vaccum activator is not connected to anything on my car. As far as I have found out, the vaccum activator is supposed to be attached to the vaccum solenoid on top of the generator.

What is the function of the damper inside pipe A? Since the vaccum activator on my car is not connected, the damper never closes pipe A. What is the effect of that? Less power at full throttle?

I am going to fix the hoses needed... I am just curious.
