Default Front Wheel well holes

Anyone know if the hole at the back of the wheel well (half way up the shock)is suppose to be open like that. It appears that road dirt could get in there, is there suppose to be plugs in them, there's one in each front wheel well.

Every 996 I've seen they are open on. I covered mine with a square of SS tape, as I never found plug that fit well.
