I also have a 99 so I did a little digging. From the parts list, item 19, electronic solenoid, was added in 2001. It appears we have a cable going to the release lever inside the car. I need to do some testing, but it looks like it will release without battery power if you can get into the car. I need to do some digging to see this lock that is on the lever.

After 2001, you need to use the emergency cable or jumper in power to the car. The 99 model also has an emergency cable that can be used if the interior cable release breaks.

Found the parts diagram for the hood handle release that shows the locking solenoid, item 7. Looks like it would be easier to take the handle apart then to jump power to the fuse box. Handle is held on by three screws. At least I know how to get it open now...thanks for all the links in this post.
