Flasher will not flash

Flasher will not flash
Installed the KAHTEC smart delay third brake light flasher. Brake light works but does not flash. Do I have positive red wire correct? The other is black which I used as negative.

That looks right to me. For what it's worth, mine flashes when the headlights are off, but no longer flashes when my lights are on - I suspect this involves the LED taillights I installed afterward, but I haven't bothered troubleshooting it.
