I have a 2003 996 with Tiptronic. I'm guessing this has something to do with the Tiptronic but when sitting with the gear in Park and I punch the gas the engine only revs up to 4000rpm and stops. When in Neutral it will rev all the way up to redline. Is this normal and if so, why? I tried to find something about this in the manual but must have missed it or it is not in there.

I believe it is normal and some other cars (notably Mercedes( do it as well.

And a 2003 would have a Mercedes build Tiptronic...

Normal. Some do and some don't have the 4k rev limiter whilst in park, I don't recall which did and didn't have it, but normal.
