Default Seat back won't fold forward

I've been dealing with this for a few months now, but I think it's time to address it; When I bought my car I noticed the seat back on the drivers side was a little tough to fold forward. It seemed like the **** needed to be jiggled a bit and eventually it would give way and fold, and return, as normal. A while back the seat just stopped folding forward all together. No matter how hard I pull forward, push the know up, etc... it won't budge. Obviously the lever system is broken or off track, disconnected, .... anyone help me out on this one?

A guy from Sweden posted this problem last fall, but never got back to us with the resolution.
I don't have any recommendations

Figures. Just my luck I end up with the one issue that's never been resolved by this forum.
The levers are interconnect, they both go up at the same time.
I'm assuming the whatever the connection between the ***** and the latch release has either broken or come loose. I just don't know how to get into the seat to inspect.

There was a thread on here where someone accessed the mechanisms inside the seat by pulling out the middle pad of the seat backrest. It is designed to do this. I can't find that thread though.
