tried every single setting,, airflow may get reduced,, but never stops,,

Also check that you have water draining out of the car (condenser drain).
When the car is running and the airconditioner is on.
Car climate control is not set on recirculate? Right?

It's on!! Then thats your moisture problem you are recirculating your exhaled moisture.

I get the outside windshield condensation on humid or foggy nights.
Bring the temperature up on the climate control to about the dew point outside and it will evaporate, especially upon driving, also the wipers will take off the little bit there til you get going, and the temperature goes up on the winshield. Then take the airflow off of the windshield and you should be able to drop your climate control temp, it may come back if you really drop the temp a lot.
Are you down south or in a very warm area?

Not on my C4, but I have experienced condensation on the OUTSIDE of the A/C plenum plastic housing after a long drive with continuous A/C use.

The issue of condensation on the outside of the windshield can be easily avoided via being certain sure there is no COOLING airflow from the windshield defrost/defog/demist ducts.
