Got an offer on the car - thoughts?

We really aren't in a position to give you advice on this.
How long have you had the car for sale?
How much interest has been shown in the car?
Have you had any other offers?
Are you in a hurry to sell?
Plus, does the offer include purchasing all of the extras, or can you keep those to try to recoup some more money?
I have my car for sale right now and I have learned a few things:
First, this isn't the best time of year to try selling a Porsche. Things tend to pick up when warmer weather arrives.
Second, the closer to stock your car is, the more potential buyers you can attract.
Third, many buyers can be turned off by immediate problems such as needing to paint the front bumper and needing to replace the rear tires. I know they're minor, but potential buyers can be finicky.

To answer all the pertinent questions and offer a comment.
I am in Canada. A 996 in Canada is worth 20% to 30% more than in the USA. As a measure dealers here want around $30K for 1999 to 2001 996s.
Agreed mods are not for everyone and not all buyers will want this car.
Car has been actively for sale for about 10 days, but informally for about 3 months (looking for a 951 + cash)
This is the first offer that is not "will you take $5K, my 1999 pick-up, a motocross bike and snowmobile"![Smilie](https://rennlist.com/forums/images/smilies/smile.gif)
Interest has been marginal (I know this is not the best time of the year, but spring is right around the corner and I was hoping to get the early birds.
My hurry is not overwhelming, but I would like to be looking for a 951 and have cash in the bank to boot.
The current potential buyer is being difficult and if he does not respond by end of day then I will move on.

If you are in no rush say, "the lowest I will go is $21k, since it's just been on the market 10 days. If you want it you got it. If not, I will keep asking $23,500. No hard feelings. Blah, blah, blah...."
